The City of Katy is a small incorporated city sitting across three counties: Harris, Fort Bend and Waller. The vast majority of homes with a Katy mailing address are not inside it. They are in unincorporated Harris or Fort Bend County, in master-planned communities like Cinco Ranch, Seven Meadows, Grand Lakes and Firethorne. Same post office, entirely different permitting.

What is different about a Katy roof

Establish which Katy you are in first

If your address is inside the City of Katy limits, the permit goes to the City of Katy. If it is one of the master-planned communities outside the city, it does not, and your MUD, deed restrictions and HOA architectural committee govern instead. The HOA is often stricter about shingle colour and profile than any city would be.

Newer housing, so the failures are different

Much of the Katy area housing is from the 1990s onward. That means sheet decking, engineered trusses, and roofs that are either on their first replacement or approaching it. On housing this age the things we find are rarely worn-out shingles. They are original builder details: pipe boots at the end of their life, valley metal that was cut short, wall flashing that was installed before the siding and never counter-flashed, and ventilation specified to a minimum.
